In theory yes.
Milk sugar, Lactose is a disaccharide that consists of galactose and glucose. (from wikipedia).
Excess glucose in the blood triggers insulin response.
In reality, it'll probably depend on how much milk you are going to consume.

Aajonus says drinking raw milk, for him, if it's room temperature and he drinks it slowly, that it actually prevents his need for insulin injections. Forty-seven years ago he was diagnosed as type 1 diabetic, yet as long as he drinks raw milk, no need for medicine.
I don't know about insulin spikes though. I've really never had one, I think. My bg has never been above 100 AFAIK. I'm sure there must have been big releases of insulin when I've eaten carbs, as my pancreas never let my bg go up.

it has carbs so it forces the body to make insulin. raw Butter ,raw whey don't have carbs.

I think you may have written it incorrectly. Raw whey, is where all the lactose is, = lots of carbs. Whey protein powder that has the lactose removed, has little if any carb value.
