I don't really think the small sites would be effected as they say. They'd probably be included in a basic plan leaving only the really big players at the higher rate plans.

maybe, but the point is, is there shouldnt be any plans.

No, there shouldn't. If a lot of the big players are going to be loosing traffic and therefore ad revenue, they'd be better off launching their own ISPs to compete and keep traffic and ad-clicks coming in.
