Most economical cuts of beef

What are the most inexexpensive cuts of beef which have low waste and are moderately tender with a good amount of buttery fat? I can consume just about any cut of meat including the tougher ones, but I don't have that much time to spend on excessive chewing. I recently tried a sirloin steak fat on and was in ectacy from the good flavor and easy chewing, but I may only be able to afford 1 or 2 of these per week.

Before I went mostly to ground beef raw, when I started ZC, I really enjoyed top blade steaks. They are very cheap and taste good raw.
