Animal fat weird

I bought some rump steak from a halal butcher and the fat is really hard to chew, it was hard, not really stretchy, but when you chew on it, it becomes slimy amd chewy and I couldn't get it down because I felt like I would throw up, there was too much of it, I could bite of really tiny bits and eat it, is this normal or the meat is just shit? There was like some kind of plastic paper bit too, I don't know how it should be.
