Regarding Boracay... the small island is just overpopulated... too many tourists, too many establishments... not enough safeguards for sustainability and not enough compliance with existing sustainability laws...
I was just there this New Year 2018... and the previous times, 1996, 1994, 1984... saw it in its pristine time in 1984... it was just fantastic heaven unreal.

Government just getting its act together.

I personally go to the not famous beaches for cleanliness, peace and quiet, and nature appreciation.

It isn't just Boracay. I once went to Alicante in Spain in the '90s, and  was disgusted by the presence of empty plastic bottles in the sea near the beach. It was obvious that all the local hotels just spewed their sewage direct into the ocean. It put me off package holidays forever. I don't mind visiting deserted beaches but otherwise.....My own (privateish) beach on the Riviera in Italy is so denuded of wildlife that only jellyfish or tiny multi-coloured fish or a few sea-urchins are present these days. The place used to be abundant with octopi, squid and much more....
