There is not enough data to make a definite answer. A long while ago, someone referred to a study on students that showed that white males had larger penises on average. There is another reason to believe that, as the birth-canals/vaginas of Caucasian females are larger/wider than those of other ethnic groups, so one would assume that the equivalent Caucasian males would also have the largest penises in order to fill all that extra space.
