does dehydrating meat at 95 degrees F kill the bacteria?

I want to dehydrate some meat, particularly ground beef. I don't want the bacteria to be killed, but I'm guessing they need the moisture to survive. Does anyone know?

It seems that as long as you don't heat the jerky above 40 degrees celsius, that the bacteria won't be damaged.
