errrr, what about the history of the British Empire openly stealing foreign country's resources?
Well leave foreign countries, what about them blatantly stealing Scottish resource (offshore oil resource) and using all the wealth to invest in London while a lot of poverty in Scotland.

The above is all completely irrelevant, being typical Liberal hogwash, for the following reasons:-
1) There have been countless nations throughout history which have plundered the resources of foreign lands but who have refused to ever pay for reparations. The Mongols who devastated eastern Europe and the Arabs who plundered Spain and Portugal are classic examples, and then there was the Chinese monopolisation of the Silk Trade, arrogantly demanding payment only in gold etc. etc.. There is no need for the British to apologise via foreign aid, therefore, for having been more technologically- and socially-advanced than weaker nations, during the formers' heyday.
2) Foreign aid actually does nothing to solve a particular third world country's problems. Examples include giving foreign aid to dictators like Mubarak - all that happened was that roughly the same amount that was paid in the form of foreign aid was then channelled away from government funds and put into Swiss bank accounts. There've also been a number of newspaper articles which have pointed out that extravagant British largesse to various third world villages in Africa etc. has never actually benefitted the locals with almost all of the money either being wasted on things the locals didn't actually want or need, or with the foreign aid money being spent by corrupt middlemen officials.
3) Foreign aid, even if well-spent and not wasted on corrupt officials, still does not change the faulty social systems and poor economic management and corruption in the 3rd world. No amount of money can do that. One only has to look at how the vast amounts of drug-related profits still haven't raised Mexico above 3rd-world status.
4) Scotland:- Actually, many English have bitterly complained that Scotland now has far more rights than England as the Scots have their own Parliament now and can avoid some of the hardships faced by others in the UK. Plus, the previous Labour governments have always been meticulous in granting far more government handouts/regional subsidies to traditionally Labour-dominated areas such as Wales and Scotland, and the Conservatives haven't yet done much to dismantle that system as they need all the votes they can get.
